Thursday, November 20, 2008 10:25 AM City Council to meet tonight Recycling business request up for review By Rochelle Moore | Times Staff Writer The Wilson City Council will review a rezoning request tonight that could allow the operation of a recycling business on U.S. 301. The City Council will decide whether to approve the zoning change or side with the Planning Board's recommendation to deny the rezoning request. The Planning Board earlier this month heard concerns about the proposed recycling business from the owners of Kamper's Lodge and Thomas Used Cars, which are neighboring businesses. The business owners were concerned about noise, environmental impacts and possible losses in business profits. Stephen Foss of Foss Enterprises is seeking the zoning change from intermediate business to a light industrial zone for a 3.46 acre property at 3515 U.S. 301. The property is located in between Kamper's Lodge and Thomas Used Cars. Joel Watson, representing Foss Enterprises, said that the metal recycling business would have little impact on the neighborhood and that 70 percent of its work would occur indoors. The Planning Board voted 7-1 to not recommend the rezoning. The City Council will also consider: * A preliminary subdivision request for an 103-acre area on the south side of Nash Street, between Beland Avenue and Country Club Drive. Developers plan to add 219 single-family residential lots, nine commercial lots and one office lot. * An ordinance to close a portion of the 2400 block of King Charles Boulevard. * An ordinance to annex 2 acres of two tracts, one along the northerly right-of-way of Beland Avenue and the second south of the Country Club Drive right-of-way. * Adopting the 2009 City Council meeting calendar. The council plans to meet at 8 a.m., location to be announced, on the first Thursday of each month for a breakfast work session. The breakfast meetings will not be held in January, June, July, August or December. The City Council will also have its monthly council meeting at 7 p.m. on the third Thursday of each month at 7 p.m., in City Hall. An agenda work session will take place at 5:30 p.m., before each council meeting. The council will also have a second City Council meeting in June, on June 4, due to budget public hearing requirements. No agenda session will take place prior to the June 4 meeting. * An ordinance allowing the housing inspector to demolish properties at 607 Darden Lane, 133 and 135 Narrow Way Street, 206 N. Pender St., 605 Darden Lane and 619 Darden Lane. The properties are considered unfit for human habitation. * The purchase of an automated side loader garbage collection chassis and body for $214,290. * Approving the disposal of surplus equipment by public auction. * The purchase of group operated switches for new 115 kilovolt transmission line for $91,830. * A 2009 utility pole contract with Carolina Pole for $265,713. The poles are stored in a city warehouse and used as needed throughout the year. Poles are purchases on an as needed basis. * Selling an 871 square foot property at 901 E. Nash St. to Raymond Lucas, a neighboring property owner, for $100. * Authorizing a $75,000 grant application to the N.C. Housing Finance Agency for its 2009 Urgent Repair Program. The program is designed to provide housing repairs that will alleviate housing conditions that pose a threat to the life or safety of very low-income residents with special needs.
