Wednesday, November 19, 2008 12:07 PM Ethanol transfer site approved By Rochelle Moore | Times Staff Writer Progressive Builders Inc. was issued a special use permit Tuesday that allows the company to operate an ethanol transfer site on Cargill Avenue in Wilson. The Wilson Board of Adjustment approved the permit for the property at 1701 Cargill Ave., which is in a heavy industrial zone, I-2, where a railroad storage yard is maintained by CLNA Railroad. The property is also parallel to the Norfolk Southern Railroad and near Old Black Creek Road. CLNA Railroad will lease the property to the Lincoln Oil Co., which will transport ethanol on rail cars along the railroad. The rail cars will be moved to the property, and the ethanol will be pumped into tanker trucks and transported to other cities for sale to gasoline companies, said Chris McKeel, with Bartlett Engineering and Surveying. "What's going to happen is rail cars will be on the rail," McKeel said. "They'll be unloading in the tanker trucks and then hauled off site. There's really not a whole lot of storage on site." Up to five rail cars can be located on the property before they are emptied into the tanker trucks. One rail car contains 29,000 gallons of ethanol. Tanker trucks can hold 8,000 gallons each, McKeel said. "This is an alternative place for (Lincoln Oil Co.) to unload rail cars," said Stephen Roach, a contractor with Progressive Builders. "They don't have rail capacity in Raleigh or Fayetteville." The Wilson location will become a secure facility with a fence and controlled access. Tanker truck drivers will be the only ones authorized to pump the ethanol from the rail cars into the truck. "There's going to be a pump on site, and it will pump from the rail car to the tanker truck," McKeel said. "The only person on site who will operate this pump (and they will have to have a code) will be the truck driver." Lincoln Oil Co. and Progressive Builders are located in Greenville, S.C., with Bartlett Engineering and Surveying serving as the local agent. The Board of Adjustment unanimously approved the permit request. The company will have to comply with the N.C. Fire Prevention Code and the National Electric Code, as well as any local ordinances or zoning rules. At the meeting, city staff also announced an upcoming "Symposium of Ideas" event for the public to encourage participation in the city's development of a comprehensive land use plan.
