The Wilson County Board of Education passed a first reading of revisions to its policy governing public participation at board meetings.
The policy was one of nine that passed first readings at a special meeting Wednesday.
Members of the public expressed dissatisfaction to revisions the board made to its public input policy on May 21. The changes required people desiring to sign up to speak at a meeting to do so before noon on the Friday before Monday meetings. Sign-up had to occur in person or by email, and the people signing up were required to make a detailed explanation of the topic they intended to discuss.
Now that the proposed policy has passed a first reading, the board is poised to have a second reading Monday at its regular meeting and pass a policy that will make it easier for speakers to address the board during the public input portion of its meetings.
The new Policy 2310, Public Participation at Board Meetings, was revised under the direction of the board by the Law Offices of Schwartz & Shaw, PLLC.
In it, members of the public who desire to address the board may sign up either in person or by email 30 minutes prior to the start of the board meeting. Sign-up can be done be email at firstname.lastname@example.org.
People who sign up to comment are asked to “make a brief explanation of the nature of the item with background information sufficient for the superintendent to provide reasonable understanding of the matter to members of the board.” However, explanation is not a requirement to speak. Those signed up will be able to speak for three minutes before the board.
The board also passed a number of other policy changes on first readings including those that deal with discrimination, harassment and bullying, student and parent grievances, testing and assessments.
